Racing flags are finished with a  1" sleeve so a 0.5" wooden dowel can be inserted

This flag is used when a driver ignores another black instructional flag for an extended period. It also indicates that the driver is no longer being scored. In NASCAR, the car is not scored again until it pays attention to the black flag by pitting once this flag is displayed. In IndyCar, if this flag flies, it means the car is no longer scored again indefinitely, it becomes disqualified. 

Once this flag is raised, it usually indicates post-race disciplinary action such as fines, probation, suspensions etc..depending on the severity of the reason why it was raised.
