Racing flags are finished with a  1" sleeve so a 0.5" wooden dowel can be inserted

A light blue flag, sometimes with a diagonal yellow, orange or red stripe (NASCAR) informs a driver that a faster car is approaching and the driver needs to move aside to allow one or more cars to overtake it. 

During a race, its shown usually to a driver who is getting lapped. In most series, it is not mandatory and drivers obey it only as a courtesy to their fellow racers, as such, it is referred to as a "courtesy flag".

in other series, drivers who do not obey the blue flag can be severely penalized for not yielding or for interfering with leaders.

This flag also comes as part of an Instructional Flag Set as well as the Basic Racing Set and the Full Racing Set.
